प्रधान मंत्री नरेंद्र मोदी ने ¹⁷ सितंबर 2023 को यशोभूमि, द्वारका, नई दिल्ली में पीएम विश्वकर्मा योजना का शुभारंभ किया। पीएम विश्वकर्मा योजना एक राष्ट्रीय एकीकरण कार्यक्रम के रूप में कार्य करती है जो विविध शिल्प और कारीगरों को एक साथ लाती है ।

1. मान्यता: प्रमाण पत्र और आईडी कार्ड से हुई विश्वकर्मा के रूप में पहचान

2. कौशल: 1- कौशल सत्यापन के बाद 5-7 दिन (40 घंटे) का बुनियादी प्रशिक्षण 2- इच्छुक उम्मीदवार 15 दिनों (120 घंटे) के उन्नत प्रशिक्षण के लिए भी नामांकन कर सकते हैं

3- प्रशिक्षण वजीफा: 500 रुपये प्रति दिन

3. टूलकिट प्रोत्साहन: 15,000 रुपये अनुदान

4. ऋण सहायता: 1- संपार्श्विक मुक्त उद्यम विकास ऋण: 1 लाख रुपये (18 महीने के पुनर्भुगतान के लिए पहली किश्त) और 2 लाख रुपये (30 महीने के पुनर्भुगतान के लिए दूसरी किश्त) 2- ब्याज की रियायती दर: लाभार्थी से 5% लिया जाएगा और एमओएमएसएमई द्वारा 8% की ब्याज छूट सीमा का भुगतान किया जाएगा। 3- क्रेडिट गारंटी शुल्क भारत सरकार द्वारा वहन किया जाएगा

5. डिजिटल लेनदेन के लिए प्रोत्साहन: अधिकतम 100 लेनदेन तक प्रति लेनदेन 1 रुपये (मासिक)

6. विपणन सहायता: राष्ट्रीय विपणन समिति (एनसीएम) गुणवत्ता प्रमाणन, ब्रांडिंग और प्रचार, ई-कॉमर्स लिंकेज, व्यापार मेले विज्ञापन, प्रचार और अन्य विपणन गतिविधियों जैसी सेवाएं प्रदान करेगी।

5% ब्याज पर मिलेगा 3 लाख का लोन

पीएम विश्वकर्म योजना के अंतर्गत कारीगरों और शिल्पकारों को आत्मनिर्भर बनाने के लिए सरकार द्वारा 3 लाख रुपए तक का लोन दिया जाएगा। यह लोन लाभार्थी को दो किस्तों में दिया जाएगा। योजना के पहले चरण में कामगारों को 5% ब्याज दर से 1 लाख रुपए का लोन मिलेगा वहीं दूसरे चरण में 2 लाख रुपए का लोन कोलेटरल फ्री क्रेडिट सपोर्ट, डिजिटल ट्रांजेक्शन के लिए इंसेंटिव और मार्केटिंग सपोर्ट के माध्यम से मान्यता दी जाएगी। वित्त वर्ष 2023-24 से 2027-28 तक प्रधानमंत्री विश्वकर्मा कौशल सम्मान योजना पर 13,000 करोड़ रुपए खर्च किए जाएंगे। जिससे देश भर में लगभग 30 लाख पारंपरिक कारीगरों को लाभ मिलेगा।

पीएम विश्वकर्मा योजना के अंतर्गत मिलने वाले फायदे

· पीएम विश्वकर्मा योजना के माध्यम से देश के कामगारों और शिल्पकारों को कई फायदे होंगे।

· विश्वकर्मा सामुदायिक संबंध रखने वाली सभी जातियों जैसे लोहार, कुम्हार, नाई, मछली पकड़ने वाले, धोबी, मोची, दर्जी आदि को लाभ मिलेगा।

· इस योजना के तहत कौशल प्रशिक्षण दिया जाएगा जो कि बेसिक और एडवांस्ड ट्रेंनिंग से संबंधित होगा।

· लाभार्थी की पहचान करने के लिए उन्हें ट्रेनिंग सर्टिफिकेट एवं आईडी कार्ड भी दिया जाएगा। ताकि लाभार्थियों की पहचान की जा सके।

· इस योजना के अंतर्गत 15,000 रुपए का टूल किट प्रोत्साहन के रूप में दिया जाएगा।

· पीएम विश्वकर्मा योजना के अंतर्गत कोलेटरल फ्री एंटरप्राइज डेवलपमेंट लोन भी दिया जाएगा जो कि दो किस्तों में मिलेगा पहला 1 लाख रुपए जोकि 18 महीनों के पुनर्भुगतान पर दिया जाएगा इसके अलावा दूसरी किस्त 2 लाख रुपए तक का लोन 30 महीने के पुनर्भुगतान के लिए दिया जाएगा।

· सरकार इस योजना के तहत कारीगरों को मार्केटिंग सपोर्ट भी देगी।

· इसके लिए नेशनल कमिटी फॉर मार्केटिंग क्वालिटी सर्टिफिकेशन, ब्रांडिंग और प्रमोशन, ई-कॉमर्स लिंकेज, ट्रेड फेयर ऐड, विचारों ऑन मार्केटिंग गतिविधियों जैसी सेवाएं भी प्रदान की जाएगी।

· इस योजना के माध्यम से आर्थिक सहायता प्राप्त कर रोजगार की दर में वृद्धि होगी और बेरोजगारी दर में कमी आएगी।

पीएम विश्वकर्मा योजना के लिए पात्रता

· पीएम विश्वकर्मा योजना के अंतर्गत आवेदन करने के लिए सिर्फ भारत के निवासी ही पात्र होंगे।

· इस योजना में विश्वकर्मा समुदाय के अंतर्गत आने वाली 140 जातियां आवेदन करने के लिए पात्र होंगे।

· देश के सभी कारीगर एवं शिल्पकार PM विश्वकर्मा के तहत पंजीकरण करने के लिए पात्र होंगे।

· सरकारी सेवा में कार्यरत लोग इस योजना के अंतर्गत आवेदन करने के लिए पात्र नहीं होंगे।

Under PM Vishwakarma Yojana, the government will provide loans up to Rs 3 lakh to artisans and craftsmen to make them self-reliant. This loan will be given to the beneficiary in two installments. In the first phase of the scheme, workers will get a loan of Rs 1 lakh at 5% interest rate, while in the second phase, a loan of Rs 2 lakh will be sanctioned through collateral free credit support, incentives for digital transactions and marketing support. Rs 13,000 crore will be spent on the Pradhan Mantri Vishwakarma Kaushal Samman Yojana from the financial year 2023-24 to 2027-28. This will benefit approximately 30 lakh traditional artisans across the country.
